Reasons behind policy making in English in China

The beginning of a new foreign language rule in China was marked by the document that was submitted authorizing all students to start learning English as a compulsory subject while in third grade. Previously, English was introduced to some seventh grade students. Several factors contributed to the introduction of the policy in China. First of all, their English requirements in China were continuously increasing. The country was experiencing a greater openness to the outside world, as well as a rapidly growing globalization that made teaching English a priority in primary schools. In addition, there was greater international communication and collaboration in the country that demanded the need to be able to use a foreign language that would help in communicative reasons. The second reason is the fundamental improvement of education. To improve education, English plays an important role. The primary English program emphasizes the assimilation of technology in teaching, is student-centered, develops students’ ability to speak, listen, read, and play with the help and monitoring of their instructors.

The third reason was an old English policy for primary education. It was stated that over the years, both primary and secondary education in English have been increasing at a rapid rate relative to the growing demand for English. It was evident that those regions that had introduced English at the primary level were continually expanding. The ministry had released a planned curriculum for primary and secondary schools in which English could be started in the third grade or in the first year of secondary education.

Later, the ministry of education demanded that English should not be taught at the English level unless the necessary situations were achieved. In 1984, the school curriculum without a foreign language was published. However, a few years later, some elementary schools introduced English programs of their own. The fourth reason is that it is beneficial for children to start learning English when they are younger than when they are older, and that is why English was introduced at the primary level. In addition, the vice president made a significant contribution to speeding up policy making through his speeches. Public demands, on the other hand, demanded that English be introduced at the primary level. The main reason for establishing the policy was to react to China’s increased demand for English. On the contrary, there was a small number of English teachers, which was a great concern.

It was suggested that current English teachers should provide leadership and play an important role in teaching English. Another concern was the lack of adequate learning materials to support the new needs for teaching English in primary schools. There are some problems associated with politics, including the lack of thorough analysis, superior-to-subordinate policy making without engaging members of other regions of the Chinese community. Likewise, the assumptions about the benefits of early begging, the inadequate arrangements as well as the differences in the execution of the policy and the irony of the educational challenges. The teaching of a foreign language should not only be based on factors such as the age at which students start learning, but also on issues that are regular in the educational program, including competition and equity.
